Main Point:  There is no refuge but Jesus in a world cornered by sin.

I. God reveals perfect justice and mercy. (20:1-3)
            A. The value of every human life is derived from God.
            B. God wants his people to be free from cycles of sin.
            C. God’s people are to reflect his character.

II. God provides the perfect solution for sin. (20:4-9)
            A. God’s people are to dwell with God.
            B. The cities of refuge point to Jesus.
            C. Jesus is both Avenger and Redeemer.

III. God positions his people to represent him. (21:1-45)
            A. The scattered Levites fulfilled prophecy and a purpose.
            B. God cares for you wherever you’re at.
